DESCRIPTION OF WORK The Program Analyst 2 performs administrative staff assignments for the Deputy Commissioner in the development of OCFR policies, programs, and procedures. Work includes managing, examining and evaluating vendor contracts to ensure effectiveness and address any issues or concerns.

This position provides support to the Deputy Commissioner in analyzing and assessing the effectiveness and efficiency of OCFR programs, conducts reviews on quality and timeliness of OCFR actions to identify any issues and develops recommendations for the Deputy Commissioner. You can expect to review and analyze Deputate licensing functions as part of the Governor's initiative to reduce licensing timeframes. You will have the opportunity to analyze and provide guidance on OCFR administrative procedures to include workflow tracking, records management and company billing to document and improve processes and coordination within the Deputate.

Additional responsibilities: Carry out a wide variety of high level and sensitive staff assignments in the development, implementation, administration, evaluation, and improvement of policies affecting the services provided to customers of the Department Coordinate studies, task groups, and committees which cross program and Bureau lines to develop recommendations for Deputate and program policies and services Evaluate and comment on legislative matters impacting OCFR and provide input and recommendations on legislative language development Analyze state and federal initiatives and determine the most efficient and least costly means of meeting mandated goals and objectives Interested in learning more. Work Schedule and Additional Information: Full-time employment Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with 60-minute lunch.

Hours are flexible based on operational needs. Telework: You may have the opportunity to work from home (telework) part-time, two days per week in office. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.

If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY QUALIFICATIONS Minimum Experience and Training Requirements: One year as a Program Analyst 1; or Two years of analytical experience, one of which includes professional experience in program evaluation and the development of program recommendations, and a bachelor's degree; or An equivalent combination of experience and training. Other Requirements: You must possess one or more years of full-time professional experience in analyzing insurance industry programs and operations (e.g., performing compliance, auditing, quality control, licensing, financial analysis or examination activities for an entity licensed as an insurance company to issue insurance policies under Pennsylvania or other state laws)."
