Fire Lieutenant (Promotional)

Under limited supervision, performs supervisory and skilled firefighting and emergency response work in directing and coordinating activities of a company of firefighters on an assigned shift. Work involves training, instructing and disciplining subordinates; determining proper deployment of equipment in emergency response situations; and ensuring the proper maintenance of apparatus and equipment. Employee is also responsible for commanding emergency response operations until relieved of command by a superior officer.

Employee must exercise considerable initiative and independent judgment in determining proper emergency response strategies, and in other phases of work. Employee must also exercise tact and courtesy in contact with the public. Reports to a Battalion Fire Chief.

• Responds to emergency response alarms, determining equipment and personnel to be deployed and providing input into determining the route to be taken by the fire company; directs work of firefighters pending arrival of a superior officer, supervising laying of hose lines, placement of ladders, direction of streams of water, ventilation of buildings, rescue of persons and salvage operations. • Supervises company of firefighters in daily station routine; ensures that the routine schedule for the day is followed by all assigned personnel; defines priorities and makes work assignments; maintains timesheets. • Supervises cleaning, inspection and return of equipment to station after emergency response operations; supervises and participates in the cleaning and minor maintenance of department buildings and fire station grounds; assists in requisition and distribution of personal equipment, tools, clothing, etc.
• Participates in training subordinate firefighters in various facets of emergency response, including firefighting, emergency rescue, and hazardous material response methods and techniques. • Evaluates firefighters' performances during emergency response operations; evaluates performance of equipment during emergency response operations; prepares and maintains associated reports for superiors. • Supervises and participates in testing of apparatus and equipment to ensure proper operational capacity; tests hydrants and water systems in City for proper water pressure and flow; prepares and maintains associated reports for superiors.
• Prepares and maintains various activity logs and reports; performs duties of Fire Captain in his absence. • Conducts investigations into causes of fires; secures and preserves scene in cases of suspicious fire origin, awaiting arrival of arson investigators. • Conducts investigations into personnel accidents and equipment failures during emergency response operations; prepares reports and recommendations drawn from conclusions of such investigations.
• Inspects commercial establishments and multi-family residences to determine the existence of fire hazards, the efficiency of fire protection equipment and general compliance with appropriate codes and fire prevention standards; conducts pre-fire surveys detailing physical layout of structures for inclusion in City emergency response data base. • Performs duties of an Advanced Emergency Medical Technician during emergency rescue operations in accordance with established protocols. • Appears before civic, community, school and other interested groups and makes presentations on topics of fire safety and prevention; conducts fire safety classes for industry and businesses.
• May perform some duties of the Battalion Fire Chief in the absence of the Captain. • Performs other related work as required. Graduation with a two-year degree in a related field from an accredited college or university or 45 credit hours towards a Bachelor's Degree and 5 years of experience in fire fighting and emergency response, including 5 years of experience as a Firefighter; or any equivalent combination of training and experience which provides the required skills, knowledge and abilities.

Advanced EMT required. Requires a valid driver's license. Personnel possessing Advanced Life Support (ALS) certification (EMT-Intermediate or EMT-Paramedic) prior to promotion to Fire Lieutenant shall retain and maintain ALS certification post-promotion.

A candidate must meet the following requirements by 4/7/2026: 1. Five (5) years of experience as a paid full-time career firefighter. 2.

Current City of Suffolk Department of Fire & Rescue employee with three (3) years uninterrupted service A candidate must also meet the following requirements by 4/7/2026: 1. Will have a minimum overall rating of at least “Meets Expectations” on each annual evaluation for the previous two (2) evaluation periods. 2.

Will not have any suspensions within the past two (2) years. 3. Will not have more than one (1) written reprimand in the past two (2) years, excluding city vehicle accidents.

4. Will not have more than one (1) preventable city vehicle accident in the past two (2) years. 5.

In addition, the following certifications are required: a. NFPA 1021 Fire Officer I Certification b. NFPA 1041 Fire Instructor I Certification c.

Incident Command System (ICS) 300 d. National Fire Academy (NFA) Incident Safety Officer 6. 45 college credits per promotional/appointment rule and regulation Candidates wishing to participate in the testing process please carefully review the items below.

Candidates failing to meet the required deadline or who submit an incomplete application packet will be eliminated from consideration: 1. • Any attached items must be clearly labeled with a file name that identifies the candidate's initials and type of document (for example, MJB Fire Instructor I, MJB NFA Safety Officer, etc.). • Candidates may submit verifying documentation of orders reflecting transfers or assignments. An assignment is defined as one (1) year or more experience in a section, other than Fire Suppression This assignment shall only be considered if based on reasons other than injury, illness or poor performance.

An assignment shall be reflected as a special order, general order or other numbered order/memo and shall be located in the Department's personnel file at the time of review • Prior documents submitted as a part of a previous promotional process, career progression or any other application process, will not be considered. For an applicant to receive consideration the necessary documents must be attached to your application for this process. 4.
